Promise Unmet - AGHA's Stock Out Survey
In 2006, PHR's partner group, the Action Group for Health, human rights and HIV/AIDS (AGHA) Uganda, launched its health financing campaign, with the goal to improve the health and human rights of all Ugandans by advocating for increased and effective health sector financing.
As part of the health financing campaign, AGHA began an innovative "Stock Out Survey" in late 2006. The survey, which took place in three new districts in rural Southwestern Uganda, collected data on the supply of essential malaria and antibiotic medicines and staffing levels at selected health facilities. This data was combined with informant interviews and community input to illuminate the key road blocks in supply-chain management, drug distribution, and staffing in Ugandan health facilities. The resulting report has supported AGHA's health financing campaign by highlighting the consequences of low health budgets and inadequate budget allocation on essential drug access and health systems in rural areas. Through the Stock Out Survey, AGHA has brought together civil society and the national news media to get the voice of health workers to policymakers to discuss these health sector gaps, their impact on the poor, and how to create responsive systems that will protect and promote health rights for all.

The Minister of Health for Primary Health Care, Dr. E. Otaala, who was the chief guest at the launch, stated that this survey represented "the type of collaboration we at the Ministry of Health is always advocating for. When we work together as partners in health, we are able to address our common vision and overcome the barriers ahead of us."
