Leonard Rubenstein

Leonard S. Rubenstein, JD, is the president of Physicians of Human Rights. A graduate of Harvard Law School and Wesleyan University, Mr. Rubenstein has spent twenty-five years engaged in advocacy for human and civil rights. He previously served as Executive Director of the Bazelon Center for Mental Health Law in Washington, DC, where he litigated major cases involving disability rights and developed strategies to protect the rights of people with mental disabilities under the Fair Housing Act and Americans with Disabilities Act.

Mr. Rubenstein has engaged in extensive field work in human rights and is a principal author of reports including Human Rights and Health: The Legacy of Apartheid and Endless Brutality: Human Rights Violations in Chechnya. He has been engaged in human rights issues in Afghanistan, Bosnia, Iraq, Israel, Kosovo, Sudan, the West Bank and Gaza, and elsewhere, and has written extensively in the field of human rights, medical ethics, and mental health. He was project leader for an international working group on the problem of dual loyalty and human rights in health professional practice, which produced the report, Dual Loyalty and Human Rights, which is being translated into Russian and other languages. He has published widely in medical and legal journals, as well as in the Washington Post, New York Times, Boston Globe, and other newspapers.
