Tom McHale provides programmatic and capacity development-specific support for PHR’s Program on Sexual Violence in Conflict Zones – a forensic training and advocacy initiative that helps forge networks of collaboration among medical, legal, and law enforcement personnel to support prosecutions and accountability for sexual violence in areas that have experienced conflict-related sexual violence.

McHale has over 10 years of experience in global health and the public health responses to sexual violence and gender based violence, having conducted qualitative research studies on intimate partner violence, sexual violence, and the impacts of child soldering in conflict affected areas of the Democratic Republic of the Congo, Indonesia, Kenya, Uganda, and the Republic of Georgia. McHale joined PHR after having worked at JSI Research & Training Institute, Inc. (JSI). While at JSI, McHale worked to provide comprehensive technical and program management support public health programs focusing on health systems strengthening, HIV prevention, and maternal and child health in Russia, Ukraine, Ethiopia, Liberia, Senegal, Turkmenistan, and India.

McHale holds an SM from the Harvard T.H. Chan School of Public Health and a BA in health and society and African studies from Beloit College. In 2008, McHale was awarded a Rotary Ambassadorial Scholarship to study health and human rights issues in Kenya. McHale is fluent in French and Romanian, and speaks Kiswahili and Russian.
