Kathleen Sullivan

Kathleen Sullivan is PHR's Chief Program Officer, Custody. She previously directed
the National Detention Representation Project for Catholic Legal Immigration Network, Inc. (CLINIC), which represented indigent detained immigrant children and asylum seekers throughout the United States. She served
as CLINIC's representative on the Steering Committee of Detention Watch Network,
a national coalition promoting limited and humane immigration detention practices, of which PHR also is an active member.

Prior to her work at CLINIC, Kathleen consulted on immigration and refugee policy and practice issues for groups including The Ford Foundation, American Bar Association, and the United States Commission on Immigration Reform. She also served as Counsel to the U.S. Senate Subcommittee on Immigration and Refugee Affairs, and taught as an adjunct professor at University of California, Hastings College of the Law. Kathleen received her JD from the Columbia University School of Law, where she was Managing Editor of the Columbia Human Rights Law Review.
