Iraq Program Officer

PHR launched the Program on Sexual Violence in Conflict Zones, a multi-year training and advocacy initiative, in 2011, with the aim of forging coalitions among regional medical, law enforcement, and legal experts in areas experiencing armed conflict. The goal of the program is to increase local capacity for the collection of court-admissible evidence of sexual violence to support local and international prosecutions for these crimes. The program draws on PHR’s extensive expertise in documenting war crimes and providing forensic training to professionals in regions of conflict where mass crimes have been committed.

The Iraq Program Officer will assist the program director and program team to develop and carry out work to advance the program goals and fully and effectively realize all program deliverables. The Iraq program officer will work closely with the program team in Boston and with staff/consultants based in in New York and Iraq to organize local training workshops in Iraq, support network-building, and coordinate local, national, and international advocacy.

The Iraq program officer will specifically be responsible for coordinating the development of training curriculums, overseeing grant management for the multi-grant-funded program (i.e. grant writing and grant reporting), tracking program expenses, managing program interns, ensuring effective monitoring and evaluation (M&E) of the program, and performing other miscellaneous tasks, as needed.

This is a full-time, grant-dependent position. Under the terms of the grant, this position will start immediately and last through June 2019. Any continuation beyond that point would be dependent upon securing additional grant-specific funding.

Reports to: Director of the Program on Sexual Violence in Conflict Zones

Location: Boston, MA


  • Manage the development of training curriculums, specifically cross-sectoral modules for health, law enforcement, and legal professionals on documentation of forensic evidence of sexual violence, torture, and other abuses;
  • Work with program trainers and other relevant experts and professionals to identify and assemble training materials;
  • Design and develop content for printed training products for distribution to trainees;
  • Manage the recruitment, hiring, and daily management of Boston-based interns for the  program;
  • Work in close collaboration with PHR development staff to draft grant proposals and grant reports for program funders;
  • Develop and manage complex and detailed budgets for grant proposals and monitor expenditures to ensure adherence to timelines and spending guidelines;
  • Design and draft communications products, such as PowerPoint presentations, training materials, manuals, blog posts, and web, social media, and publication content, as needed;
  • Assist the program director, the senior program officer, and other members of the Iraq team with program scale-up in Iraq;
  • Coordinate security and logistical support for the program, including organizing international travel and advocacy events in coordination with the Iraq country expert and program associate;
  • Work with the program associate to oversee the document management system for the program’s shared drive;
  • Liaise with external Monitoring & Evaluation (M&E) researchers to update and ensure timely implementation of the program logic model and associated work plan and to determine appropriate indicators and methodology for the M&E plan;
  • Track program progress against M&E indicators, create and maintain master M&E data spreadsheets, and code pre- and post-test data;
  • Monitor pertinent human rights and sexual violence issues in program countries and inform the team of real-time developments;
  • Identify key advocacy opportunities and initiatives to support program developments and findings;
  • Develop and maintain relationships with key stakeholders in coordination with the Iraq country expert;
  • Oversee quality control for program work products; and
  • Any other general programmatic support, as needed.


  • An advanced degree in public health, international relations, medicine, law, social sciences, education, or related field is strongly preferred
  • A minimum of four years of relevant work experience in a professional setting, preferably in a complex and fast-paced organization, interacting intensively with internal and external contacts
  • Excellent written and oral communication skills
  • Strong editing skills
  • Curriculum development and/or training experience an asset
  • Experience developing and managing a complex, multi-grant budget
  • Exceptional project management skills, attention to detail, and follow-through
  • Proven track record in managing relationships with external stakeholders and donors and in exercising good judgment when communicating with colleagues and other program partners
  • Energetic self-starter with the ability to anticipate upcoming needs and work independently with minimal supervision
  • Proven ability to work effectively under pressure and to prioritize and juggle multiple tasks simultaneously
  • Strong commitment to human rights with cross-cultural experience and cultural sensitivity
  • Prior experience working on and familiarity with the subject of sexual violence preferred
  • Experience working or living in Middle East/North Africa region an asset
  • Written and spoken fluency in English required; fluency in Arabic is strongly preferred 
  • Demonstrated proficiency with MS Office Suite is required, in particular Word, Excel, Outlook, and PowerPoint. Advanced knowledge of MS Publisher or other graphic design software is preferred
  • Demonstrated ability to work collaboratively, effectively, and professionally in a multi-faceted, fast-paced environment
  • Willingness and ability to travel to post-conflict regions, as needed
  • Experience working with diverse communities, ideally internationally, across race, class, ethnic, political, and geographic boundaries; an appreciation and understanding of the complexities of working in the international human rights field; and
  • A strong team player who demonstrates excellent interpersonal skills, maturity, creativity, flexibility, passion for the program mission, cheerful disposition, patience, and who possesses a good sense of humor
